Aditional note of interest,
I placed the above in the Rockstar Community Support Forum and one the responses was the following.....
"
FYI
COMMUNITY GUIDELINES
The Support forums are a place for players to help other players with solutions to common issues. If you require technical help from Rockstar Support, please return to the Support Homepage in order to browse our official Knowledge Base of known issues for all Rockstar titles and contact our Support Team directly if you need further assistance.
Please ensure that all questions and comments posted in the Support Community area are on-topic. On-topic means that questions must relate to a technical problem or support-related issue. Comments and ideas posted under a given question should relate to that question by discussing the issue or providing suggestions intended to resolve the problem.
Off-topic general feedback (whether positive or negative), or comments unrelated to Support, may be removed.

And this was my reply.
"Yes, I understood the even as I
posted it was not strictly within community guidelines.
But I find I am starting to lean
towards more extremes in order to try and fight the Cheaters.
(to be honest, we both know,
there are FAR more important issues in the world but I am simply an
aggressive "not put up and accept the way things are," by nature
sort of person!).
I would not be posting some
recruitment drive like this for some 'social' or 'racing' crew.
I am trying against all odds to
make a statement to the endemic PC cheating and mod community that there is a
a core of honest players that are prepared to get together under one banner and
stand up to their behaviour! (Even if Rockstar themselves ever choose not
too.)
I am not simply just totally
deluded, I fully understand and actually feel like the lone nut case with a tin
foil hat pissing against the wind and getting my face wet! But I am giving it a
shot anyway.
I am 'having a go' despite all
apparent futility.
Yes, this post might be removed
(and probably will) But it was not like I had to run 10 k to slap it up in
the first place!
What else can I say, I am trying
to form a resistance against the community status quo, and I invite others
who give a crap to join me!
And like most resistances outside
a movie universe, I will probably fail and get ruthlessly
crushed.
But at least I can always then
say "I tried!"
What will you be able to
say? "
The comment maker replied with the following,
"So you think it is ok to break the rules? Hmmmm"
!What will I be able to say? I chose the right platform with very few cheaters.,"
And this was my retort
Dear Sir (Person name has been omitted)
"1) They are described as "COMMUNITY GUIDELINES" NOTE "GUIDELINES" Not rules. 2) The first line of the forums intention for use, "The Support forums are a place for players to help other players with solutions to common issues." I would say an endemic cheating culture in the PC player community is a "Common Issue" and that I am offering "to help other players with solutions", I feel I am fulfilling the 'Spirit' of the community forums intention, 3) PC players are not second-class citizens or a form of lower caste customer, If they can fix or reduce the problems on other platforms, then PC players have the same right to that level of quality in their gaming environment. There should be no "right platform," And as an added note for point 3), before you say there are technical issues unique to the PC preventing the same anti-cheat protection levels, you might want to look around at all the other MMORPG's (Many PC only) and how much more effective they are at dealing with these issues than Rockstar have been! Yours RatLombot."
b) Have a pro-Cheat MOD agenda, maybe even a financial stake?

The Post has since been removed from the Community Help Forum.
So the person must have made a complaint and Rockstar chose to uphold that complaint.
But you have to question his motives!
Either they are
a) Really anal about rule's (even more so than me
